Confidence before speed
Use combinations of signals, not one convenient field.
One field can be helpful without being decisive. Company size, territory, product interest, existing account ownership, and consent state all carry different kinds of evidence. The routing rule needs to state which combinations are strong enough to assign, and which combinations must be reviewed.
That avoids two common failures: manual triage for every obvious record, and automatic assignment of records whose key context is wrong or absent.
High confidence: the required evidence agrees, so assign and create the next action.
Review: a useful signal exists but a supporting signal is missing or conflicts.
Hold: the record lacks the minimum information to make a safe commercial promise.
Learn: measure which review reasons recur and improve the capture path.
